Amazon and Constellation Energy have finalized a 20-year power purchase agreement to secure clean energy and support infrastructure investment. Announced on Wednesday, October 5, 2026, the deal will enable more than $3 billion in Maryland infrastructure investment. Under the agreement, Amazon will purchase 690 MW of power from the nuclear plant, including a 190 MW uprate, helping the company manage energy costs for its regional facilities.

The agreement supports the continued operation and expansion of Constellation’s Calvert Cliffs nuclear plant in Maryland. Amazon's long-term commitment provides Constellation with revenue certainty to relicense the plant for another 20 years. The deal demonstrates how large energy users can support investments in new, reliable generation while strengthening the broader electric system.

All electricity generated by the Maryland nuclear plant will flow to the PJM regional grid as usual. PJM is the largest power grid operator in the U.S., centrally dispatching generation and overseeing wholesale electricity in all or parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia, and the District of Columbia.

Maryland nuclear expansion through Calvert Cliffs upgrades

The agreement enables upgrades to Maryland's sole nuclear plant, including a 190 MW capacity increase and new clean energy capacity. Approximately 190 megawatts of new, emissions-free generating capacity will come online between 2030 and 2032. The infrastructure includes renovations at the 1,790-MW Calvert Cliffs Clean Energy Center.

Calvert Cliffs is Maryland's only nuclear plant and its largest source of clean energy. The plant generates roughly 80% of Maryland’s carbon-free energy and produces enough electricity to power the equivalent of more than 1.3 million homes. The two pressurised water reactor units at the site have individual capacities of 877 MW and 855 MW. Constellation said the $3 billion investment will include improvements across the entire plant.

Corporate shift to nuclear for clean power

Constellation has recently inked deals with several companies turning to nuclear energy for sustainability goals. This trend highlights a growing corporate procurement strategy for always-on carbon-free power.

Amazon pledged in 2019 to match all electricity consumed across its global operations with 100% renewable energy by 2030. The company was one of the largest corporate clean energy offtakers globally in 2025, contracting 10.22 GW according to BloombergNEF. It has invested in more than 700 renewable energy projects globally, representing over 40 GW of carbon-free energy capacity.

Kerry Person, Amazon Web Services vice president of global operations and data center delivery, said: "Amazon is committed to investing in carbon-free energy to strengthen the grid and benefit the communities where we operate." Constellation is the largest producer of clean energy in the United States. Amazon has also entered a separate retail supply agreement with Constellation to support its operations in the 13-state PJM market.

The investment and revenue certainty from this 20-year PPA will allow Constellation to relicense the Calvert Cliffs nuclear plant for another two decades, ensuring Maryland's continued supply of carbon-free energy.
